It would be near impossible for Israel to know Hezbollah would switch to pagers and then to walkie talkies. This is an inside operation from whoever is supplying and controlling Hezbollah. Sacrifice a few low-level operatives, one senior official, then blame Israel and turn the public opinion against Israel.
